A simple video mixer that has only two inputs (A and B) and can perform simple transitions between the two videos. Depending on the model and licenses, it may or may not also perform transitions for the associated audio and ancillary metadata as well. Used in situations where a full-blown video mixer operated by a video mix engineer would be overkill.
